On September 5, 2017, Miami Beach, Florida, mayor Philip Levine warned the 92,000 residents of his barrier island that a “nuclear hurricane” was approaching and that they needed to leave. Hurricane Irma had leveled most buildings on the Caribbean island of Barbuda a few days before, and most of the Florida peninsula was in the cone of uncertainty. Local grocery store shelves were picked over, gas station pumps were dry, hotel rooms in the sliver of the county outside the flood zone were full, and flights out were completely booked.....
