The Role of Financial Actors in Scaling Country Platforms

As developing countries seek to mobilize climate and development finance at scale, country platforms have emerged as a promising tool to align investment behind national priorities. However, many such platforms struggle to move beyond initial design stages due to fragmentation and inefficiencies across the finance ecosystem. Financial actors—ranging from development banks to private investors and philanthropic institutions—have a critical role to play in making these platforms work.

Description

Currently, there is widespread duplication of efforts, mismatches in timing, and blurred roles among finance providers. Interventions are often misaligned, leading to inflated transaction costs and suboptimal use of scarce grant resources. For country platforms to achieve transformational outcomes, financial actors must act in a more coordinated and strategic manner.

The recent 4th International Financing for Development Conference outcome emphasized the need for financing to work as an integrated system, and given strong guidance to the roles each category of actors need to play. This session continues conversations from WRI's June webinar on country platforms; builds on ideas from WRI’s recent Expert Note, The Role of Financial Actors in Enabling Country Platforms; and provides a forum for frank dialogue among leaders in public and private finance on how to overcome systemic barriers to coordination and capital mobilization.
