Operational framework for building climate resilient and low carbon health systems

This World Health Organization (WHO) report provides a framework for strengthening the resilience of healthcare systems to climate change while reducing their environmental impact. It identifies ten interconnected components to guide healthcare organisations, policymakers and public health authorities in preparing for climate-related health risks and reducing greenhouse gas emissions. The framework addresses the need for health systems to anticipate, prevent and respond to climate-related threats while maintaining safe, effective and equitable healthcare delivery. It emphasises integrating climate resilience and low-carbon practices into health system planning, infrastructure, operations and service delivery. By combining adaptation and mitigation, the framework supports the development of sustainable healthcare systems capable of protecting population health in a changing climate. It also highlights the contribution of climate-resilient, low-carbon healthcare to universal health coverage, global health security and the United Nations Sustainable Development Goals.
